Is there a way to grant permissions to Members to create relationships?

No there is no special right to edit relationships. You need the "Edit all users" right to edit relationships

If granted "Edit all users" to the Members group, then would then that would grant any user the ability to edit anyone's profile????

Yes. The Problem is: If you have the right to add a relation to your profile, you indirect add a relation to another profile. So you need the right to edit all profiles
